Consultant – Beekeeping Training, Technical Supervision & Procurement Support


DESCRIPTION

1. Background 

Within the framework of the project "strengthening the capacities of civil society and rural communities in the governorate of Baalbeck-Hermel (Lebanon) in order to improve their resilience to economic, climatic and environmental shocks, with the financial support of Agence Francaise de Developement, and in partnership with Solidarités International and Farah Social Foundation,  Jouzour Loubnan will support 21 farmers located in Tamnin and Iaat in integrating beekeeping activities into their production systems. The intervention includes procurement of beehives (including bees and queen colonies), procurement of beekeeping equipment, training of farmers, and technical follow-up and monitoring. Jouzour Loubnan seeks to recruit a qualified Beekeeping Consultant to provide both technical training and procurement-related expertise. 

2. Objective of the Assignment 

  • Review and validate the technical specifications of the RFQ for beehives and equipment. 

  • Provide technical input to ensure quality standards of bees, queens, and materials. 

  • Assist in the technical evaluation of bids received. 

  • Deliver two advanced training to beneficiary farmers, one in each region. 

  • Conduct 4 follow-up visits to ensure proper implementation to ensure sustainability and proper management of beehives. 

3. Scope of Work 

A. Procurement Support (Pre-Award Phase) 

  • Review and validate RFQ technical specifications for beehives, bee colonies, queen bees, protective equipment, extraction tools, and maintenance equipment. 

  • Ensure specifications include disease-free certification, colony strength requirements, queen traceability, compliance with local regulations, and sustainability considerations. 

  • Advise on technical evaluation criteria and identify potential red flags in supplier proposals. 

  • Participate in the technical evaluation of bids in an advisory capacity, in line with procurement rules. 

B. Delivery Verification (Post-Award Phase) 

  • Verify that delivered hives, bees, and equipment conform to technical specifications. 

  • Inspect colony strength, queen presence and vitality, hive quality, and equipment compliance. 

  • Provide a technical acceptance note prior to distribution to farmers. 

C. Training Component 

  • Introduction to beekeeping and biodiversity integration. 

  • Proper installation and site selection for beehives. 

  • Colony management and seasonal practices. 

  • Feeding techniques and disease control (including Varroa management). 

  • Safe use of beekeeping equipment. 

  • Honey extraction, hygiene standards, and post-harvest handling. 

  • Basic economic sustainability principles. 

D. Follow-Up and Monitoring 

  • Conduct 4 field visits after installation. 

  • Assess hive positioning, colony health, and adoption of recommended practices. 

  • Provide corrective advice and identify risks. 

  • Submit short monitoring notes after each visit. 

E. Follow-Up and Monitoring

4. Deliverables 

  • Technical review note of RFQ specifications. 

  • Technical evaluation input report. 

  • Delivery conformity verification note. 

  • Training materials (presentation and manual). 

  • Attendance sheets. 

  • Field visit monitoring notes. 

  • Final technical assessment report with sustainability recommendations. 

5. Estimated Duration of Assignment 

  • Task A: 2 times ½ day 

  • Task B: 2 days 

  • Task C: 2 days 

  • Task D: 2 days 

  • Task E: 2 days 

6. Consultant Profile 

Education  

Degree in Agronomy, Apiculture, Agricultural Engineering, or related field. 

Experience

  • Minimum 5 years of hands-on beekeeping experience. 

  • Demonstrated experience in hive installation and colony management. 

  • Experience training smallholder farmers. 

  • Experience reviewing technical procurement documents. 

Technical Competencies 

  • Knowledge of bee health and disease management. 

  • Ability to assess colony strength and queen quality. 

  • Understanding of hive construction standards. 

  • Familiarity with local environmental conditions. 

Soft Skills 

  • Strong communication and pedagogical skills. 

  • Field-oriented and practical approach. 

  • Ability to prepare structured technical reports. 

7. Reporting Line 

The Consultant will report to the Project Manager and the Agriculture engineer.  

8. Payment 

The Consultant will be paid in 5 installments, one at the end of each of A, B, C, D and E task after remittance of its related deliverable.

  • A financial offer with detailed budget breakdown including daily fees and other costs. The fees proposed by the Consultant should be all inclusive, except the training venue cost that will be born by Jouzour Loubnan. 

  • CV, highlighting relevant experience and education  

  • At least two professional references from similar assignments conducted in the past five years. 

  • Materials proofing similar assignments in the past (e.g. past consultancy contracts, training materials produced, etc.) 

  • If applicable, company registration documents and ID of the owner
